FOREIGN EXPERIENCE IN THE FUNCTIONING OF VOLUNTARY HEALTH INSURANCE SYSTEMS: KEY FEATURES AND OPPORTUNITIES FOR ADAPTATION IN UKRAINE

The purpose of this article is to study foreign experience in the functioning of voluntary health insurance systems, identify their key features, advantages, and disadvantages, and determine the possibilities and mechanisms for adapting best practices to the conditions in Ukraine, taking into account the specifics of the domestic healthcare system, the level of development of the insurance market, and European integration priorities. The study used the following methods: systematic analysis to study VHI systems as components of healthcare systems; comparative analysis to compare different VHI models; statistical analysis to process data on VHI markets in different countries; and generalization to formulate conclusions and recommendations on adapting foreign experience. The study provides a systematic overview of existing voluntary health insurance models within national healthcare systems, highlighting their institutional, financial, and organizational characteristics. It was determined that the effectiveness of such models depends on the level of development of the insurance market, the clarity of regulatory requirements, the degree of integration of insurers with medical institutions, and the level of public confidence in insurance mechanisms. The key advantages and disadvantages of the analysed models were identified, along with possible strategic directions for integrating voluntary health insurance into the domestic healthcare system. The study found that in developed countries, VHI serves as a flexible supplement to basic state or mandatory health financing mechanisms, expanding the range of services, increasing the speed of access to treatment, and improving the quality of medical care for the population. The results show that adapting foreign experience in Ukraine requires taking into account institutional, economic, and social characteristics, developing partnerships between insurers and medical institutions, improving the regulatory framework, and building public trust, thereby increasing the accessibility and quality of medical services and reducing the burden on the state budget.
