THE ECONOMIC PRIORITIES OF IMPROVING UKRAINES ECONOMIC POLICY IN THE CONTEXT OF ACCELERATED ECONOMIC GROWTH

The current issues of establishing economic policy priorities and ensuring economic growth in Ukraine under martial law conditions are examined in this article. The importance of defining clear economic priorities for effective resource allocation and attracting investments for the country’s reconstruction is substantiated. The main strategic documents, which determine the directions of economic development and post-war recovery, are analyzed. The structure and key provisions of the “Matrix of Reforms in Ukraine 2025”, which includes more than 200 reform measures across various economic sectors and contains 531 progress indicators, are highlighted. Sources and mechanisms for ensuring economic growth in Ukraine are examined in the article, with optimal utilization of both internal and external resources being focused upon. The foundation for an economic breakthrough is substantiated to be the effective use of the country’s internal capabilities, including natural resource rent, national savings, redirection of budget funds, and capital repatriation. The role of untapped household savings as a potential investment resource is analyzed, and ways to reform the financial and banking system to increase public trust are proposed. The significance of capital repatriation for economic development is highlighted, with key sources such as offshore assets, migrant workers’ savings, and international company revenues being identified. The importance of developing competitive capital through fair conditions for small and medium enterprises is emphasized, while the prevention of economic oligarchizing is advocated. The necessity of attracting foreign investments, technologies, and capital to strategic industries for enhancing the country's competitiveness is demonstrated. It is concluded that the success of Ukraine’s economic breakthrough depends on effective government policy and the country’s ability to be integrated into the global economy while its own strategic interests are preserved. The research methodology is based on the analysis of strategic documents, a systemic approach, and comparative analysis.
