DIGITAL TRANSFORMATION OF ECOLOGICAL ENTREPRENEURSHIP DEVELOPMENT MANAGEMENT: A COMPARATIVE ANALYSIS OF UKRAINE AND THE EUROPEAN UNION COUNTRIES
This article examines the characteristics of the digital transformation of governance in the context of the development of green entrepreneurship, based on a comparative analysis of Ukraine and European Union countries. The aim of the study is to identify current trends in the development of green entrepreneurship, assess the investment dynamics of the green economy, and justify the role of digital technologies in improving the efficiency of managing environmentally oriented businesses. The study is based on statistical data from Eurostat, the State Statistics Service of Ukraine, and international analytical reports by BNEF, IRENA and the IMF. The study identified significant differences in the level of development of green entrepreneurship: the share of green enterprises in EU countries stands at 2.14–2.25%, whereas in Ukraine this figure is significantly lower — 0.88–0.94% — indicating an insufficient level of integration of the green sector into the structure of the national economy. The dynamics of investment in green development were analysed: in EU countries, investment in the energy transition rose from US$934 billion in 2020 to US$2,080 billion in 2024, confirming the sustainability of the green transition. In contrast, investment dynamics in Ukraine are unstable and dependent on military and economic factors. The study also showed that green bonds are actively used in EU countries as an effective tool for financing environmental projects, whereas in Ukraine this market is still in its infancy and is characterised by a lack of systematic issuances. It is argued that the digital transformation of governance plays a key role in overcoming institutional and investment barriers, in particular through the use of Big Data, artificial intelligence, digital platforms and environmental monitoring systems. It is concluded that the introduction of digital management tools is a strategic prerequisite for stimulating the development of environmental entrepreneurship in Ukraine and moving closer to European standards of sustainable development.
