HUMAN DEVELOPMENT AS A SOCIAL
POLICY IMPERATIVE IN THE ERA OF DIGITALIZATION OF THE ECONOMY
The current state of the
social sphere is considered and the main problems and challenges that require
the implementation of effective state social policy (lack of financial
resources for investment in the development of the social sphere, which makes
it impossible to solve social problems; high level of bureaucracy for various types of social
assistance; very low the level of income of the working population, which
increases the need for social benefits and the burden on the state budget; low
level of social standards, etc.). The directions of implementation of the
Strategy of digital transformation of the social sphere are analyzed, which
will promote the expansion of human development opportunities by increasing
access to social services, greater access to information about them, formation
of a monitoring system through the introduction of the Unified social
information system. These primarily include: the creation within the Unified
information system of the social sphere of the Unified Social Register;
creation on the basis of the Unified information system of the social sphere of
the network of universal service centers of the social sphere; creation of the
Unified Social Web Portal on the Unified State Web Portal of Electronic
Services “Portal Action”; introduction of technology of electronic informing of
citizens on the issues of providing social support; creation in the Unified
information system of the social sphere of a subsystem for the accumulation,
storage, accounting, search and use of information about different categories
of the population in need of social protection; introduction within the Unified
information system of the social sphere of a single electronic document in the
social sphere.
